Synopsis
In the 1980s, the Tojo Clan and Omi Alliance were the head honchos of Japan’s crime world, having a chokehold over Tokyo and Osaka respectively. In the years that followed, wars between the two organizations as well as rampant infighting led to rampant destruction throughout Japan. But it was when collusion within the government with forces involved in organized crime began to be exposed, and secrets that the governments of Japan did not want known were brought out into the open, that Japan’s government finally took official action against the yakuza.
Governor Ryo Aoki’s 3K Plan in 2017 was the start. Based in Kamurocho, a city-sized pleasure district in Tokyo that served as the stomping grounds of the Tojo, Tokyo’s governor began implementing aggressive anti-yakuza laws designed solely to impede organized crime at every turn, making it impossible for them to operate out in the open. Laws that would soon be replicated across Japan. The time of the Tojo and the Omi, long crippled by infighting, had come to an end.
But Governor Aoki had signed these laws not for the safety of the populace, but to force the yakuza groups within Japan to become his puppets, manipulating his power over the yakuza under the table to use their connections and manpower in order to consolidate his power. Killing anyone who got in the way of his goals, with no means of tracing it all back to Aoki. In a final act of defiance, the Tojo and Omi would both file to dissolve, to prevent themselves from becoming political pawns of Aoki and those like him.
In 2019, Aoki’s crimes would be exposed, and Aoki himself revealed to have come from a yakuza family. The man who became his successor as Governor would see this as an affront to all of Japan. This governor took it upon himself to start a revolution amongst Japan’s leaders to eliminate all chance of the yakuza returning, aiming to hunt down and either nullify or kill all who had at any point called themselves yakuza. For a time, the former yakuza retreated into the shadows.
Most of the top yakuza in the world disappeared, content to start anew in their own way. But not all who were once Tojo or Omi thought this way, and sought to restore the yakuza to its prime. And the worse the government cracked down, the more former yakuza that died at their hands, the stronger their ambition became. In their eyes,
It had become a matter of kill or be killed.
The year is now 2069. Exactly 50 years have passed since the dissolution of the two biggest organized yakuza groups in Japan, and the end of the yakuza as the world knew it. But things have changed drastically since then.
Amongst neon lights and the gleam of human cybernetics sparkling everywhere you walk, are muscular, suit-wearing criminals sporting badges, a practice that once belonged to a bygone era. Now, how could people be walking around in what are clearly pins without being arrested, you might ask? Because publicly, these badges belong to those proudly displaying their pride in working for one of Japan’s numerous multimedia corporations. The most prominent in Tokyo, the Tojo’s territory, being Sony. The most prominent in Osaka, the Omi’s territory, being Toyota.
Both companies have grown to astronomical, megacorporation-level sizes in Japan, becoming essential parts of people’s way of life and pushing out almost all of their competition after sudden seismic changes in management changed their core business strategies.
But in the underbelly of these megacorporations lies a dark secret. Forced to adapt to survive, the former yakuza began to infiltrate the biggest corporations in Japan, using their connections and shows of force to quickly rise up the ranks. It wasn’t long before these companies were run by once-yakuza bosses with new names and IDs, their followers all in prominent executive positions. Their aggressive style of business led to the astronomical growth of these corporations in Japan, and soon they had far more power than any corporation should.
A perfect front for the criminal activity performed in the shadows, under the cover of universally beloved brands. Over time, these multimedia companies began to venture out beyond entertainment or vehicles, forming branch companies that financed loans, or provided security services. These branch companies were where the magic happened, whether it was extortion, predatory loan practices, protection rackets or the sale of illegal substances and weapons for exorbitant prices. Anyone who got in their way, or made an enemy of the main company, was silenced. Here and there, large scale brawls would break out amongst those wearing different company badges, and civilians were often caught in the crossfire.
Most civilians know that these badge-wearing muscleheads in suits were yakuza, but any who attempted to expose it ran into legal red tape at every turn. Evidence and people would disappear exactly when it was convenient, but that couldn’t be proven either. Why?
Because the world of business wasn’t the only place that had been taken over by criminal corruption. The door had been opened by Aoki’s becoming Governor of Tokyo. But now, those who had been brought up in yakuza families in the past, now bore more power than any yakuza had ever possessed in political positions across Japan.
The inmates now run the asylum. Japan is a hellish place to be a civilian, where crime runs rampant and unchecked. These criminals often install cybernetics within their bodies in order to augment their physical strength and attributes, to keep an edge over civilians and other yakuza. This led to an obsession with cybernetics within these organizations, with many believing that the power they held would give them dominion over others.
Many civilians began to use cybernetics in order to fight back and defend themselves, causing the government to employ tariffs that made civilian access much more limited, and almost impossibly expensive for any but the wealthy and well-connected.
But this didn’t stop the seeds of rebellion from sowing. If anything, it made them all the more driven and ambitious.
And thus, the cycle begins again.
